Yes, I believe MNRR has the capability in its system and systems being installed.  NJT, too, and SEPTA. and MBTA.

I will again offer the opinion about why the speed restriction may have not been effective.
Simply this the distance at which the change from 70mph to 30mph was insufficient to allow for the system to 1.give a warning and then 2. apply the brakes to slow the train for the curve. From the description of the emergency order NTSB may have seen a hole in the system.
