I think the likely key is in that 'high-grade' qualifier. I'm not going to pretend to know more about the economics of current steel production than others here.
There is also the political effect of this being a 'minority'-concerned operation -- more power to them! There may be political financial advantages in spending capital on 'reducing carbon footprint' too.

The article seemed to indicate the high grade ore was furnace ready.
A lot of energy is used in milling low grade ore, and a lot of fuel is used in the pelletizing kiln.
Even at high grade however, the integratred mills have been losing market share to the minimills like Nucor and Steel Dynamics who use scrap steel as their primary input.. much cheaper.
Scrap steel can't supply all the demand, so there will always be a need for some iron ore.

Especially in today's world where we seem to be creating much more 'scrap plastic' than we are scrap steel. Unfortunately, we (the Wordl) have not developed the processes necessary to reclaim plastics and are now poisioning the oceans of the world.

When our town landfill was turned from a dump into a transfer site, recycling was relatively new, and there was a market for virtually everything folks could bring in. This created revenue for the township.
At some point that changed - there became a glut of some recyclables and the township is sometimes lucky they aren't charged for some of those materials.
