If the shutdown included all the affiliated commuter rail operations that are inter-linked with Amtrak contractually, that would definitely have an impact. Actually, sometime in the past wasn't there was a strike or some other labor action that stopped some of the trains, but I don't recall if that was "Amtrak only". And, I think it was before 9/11, when you could "walk up" to buy an airplane ticket w/o going through lengthy security screenings.
