That is nothing to really carp about. The porpoise of the question is whether Eleanor fried the fish herself. I think they had the company of the Chef on-board the private car to cater to the First Family. With all due respect, they had enough Haddocks with the economy floundering.
And when they had guests along with them, I am sure Eleanor wanted to Trout something new. Quite sure also those dinners were the bass those guests ever had because Eleanor could show them a whale of a time.

Concerning Carp and Chicago, you must never call them carp. Please, please, please, call them "Illinois Whitefish." Commercial fisherman on the Illinois River learned this decades ago. It was most profitable.
Put in a tray with cellophane wrap and revised labeling, urbane, urban sophisticates in Chicago bought Illinois Whitefish. They loved its flesh and learned to deal with its hard tissue integrity. They would never eat a plain carp.
