Who makes a HO scale steam locomotive with traction tires? I am OK with new or used as long as it pulls. I have a 3.5 grade that unfortunately has to be.

Even with traction tires, you're going to be faced with other operational problems with that steep a grade.
You don't indicate where you live, but here in the dry Arizona climate, traction tires are bad news because they dry rot and fall off too quick.

I was thinking 2-8-0, 2-8-2, 2-8-4.
I asked BLI about traction tires and they told me every one of their current production steamers is so equipped. I strongly dislike TTs and refuse to buy an engine with them. However I'll give BLI a pass because they will provide a metal replacement for those of us who want one.

Same here. Slipping drivers can prevent a burned-out motor, and also provide an excuse to acquire more locomotives.
If your locomotive can't handle a train on your grades, do as the real ones did: shorten the train, double the hill (move the train up the grade in two or more portions, then re-assemble it at the top), or add a helper or helpers.
