Cheyenne is a pretty hotspot for the UP. Anytime between April and October of any year is a safe time to go. The storms can be wicked up there. As always be cautious about trespassing and endangerment issues. Enjoy your visit there.
I understood Cheyenne to be a division point for the railroad that was founded when a group of horsemen stopped at that area and the Boss in charge of locating a place threw his hatchet down to the ground and said "This will be Cheyenne by God!" during a winter storm. I may be incorrect with this story, but that was the way I was told it.

If your staying at the Best Western Hitching Post Inn you can see the UP line from the Parking lot and I think you can see the BNSF line from some of the rooms.

The North Central Hwy Overpass provides a view of the yards and is near the depot that is being restored. You can find a map of the area at <http://www.railfanswelcome.com>.

It's been a long time, but I used to live in Cheyenne as a kid. Almost every weekend, my dad and I would go sit by the crossover, where the old (single track) BN line passed over the multi-track UP line on the southwest side of town. Never saw too many BN trains, but plenty of UP freights to keep things exciting. Other folks likely have good updated info on traffic and accessability in that spot today, but it sure was an awesome place 30 years ago! Also, you must just go down to the old depot...a classic structure! Have fun!

I visited Cheyenne just recently and back in 1989. The UP parallels US 30 east of Cheyenne and at some points US 30 and I -80 are the same road. I saw between 8 and 12 trains on the UP waiting to get into Cheyenne Yard while traveling on I-80. If you have a chance go to the town of Egbert, WY. It is where the Yoder Sub joins the Cheyenne Mainline and the Yoder Sub is used by empty coal trains returning to the Powder River Basin. West of Cheyenne US 30 parallels the UP Main but most of the action will be Eastbounds as West bounds use the new line over Sherman Hill. If you can get to Highway 287 which goes into Laramie from Colorado get on it. A Few miles out of Laramie on 287 heading toward the Colorado Border is Tie Siding. It is on a gravel rode about a mile off of 287. Just look for a set of crossing gates on this gravel road. This is where the line over Sherman Hill Splits.
