AT&T does this via its' buried Fiber here in Texas going to residences. They have a concrete box with lid for access every so often but all the Fiber Optic cables are in a bunch. Just walked past one yesterday with the lid off and looked in. This is residential fiber to the home though and the underground conduit is for several subdivisions vs just one.
blue streak 1The problems in France of SNCF brings up this question. The following link shows the cables in just some kind of raceway. it appears that covers are just off the raceway. That IMO makes the cablers very vulnerable. Are the cables running between bungalows, signals, switches and other items? What is the likelyhood that the picture shown is just a 'stock' photo used just to illustrate the article and not any actual SNCF installation.

In context the project was supposed to cost a little over 42 billion and is now over 200 billion, apparently not counting the extension from Old Oak Common into Euston Station (which was put on hold at just under 1 billion a mile). They can apparently save over 30 billion by not building from Birmingham to Manchester as anticipated.
