Besides any Australian, European, Japanese or Chinese locomotives, including the "Bullet Noses" and anything used on high-speed passenger trains, I'd say my top picks for "ugliest" locomotives would be the GE BQ23-7, EMD GM6C, GE U50C, FM H12-44, ALCO C855, GE P42DC, any rebuilt ATSF boxcab, GE CV40-9i, and the new Gensets/Green Ghoats, plus some more that I cannot think of at this time. (I agree with almost every locomotive mentioned in this thread except for the Dash 9, or any "normal" locomotives, like an SD40-2 or SD70M in a special paint scheme).
The worst paint schemes, I think, are the L&N Grey/Yellow/Red, the leaser Grey Ghost paint, most UP colors, the Warbonnet (alot of people hate me for this), anything with Zebra stripes, the CSX Dark Future and BNSF Heritage III. There are quite a few more, but I don't want to list them all. The best looking paint schemes in my opinion are - the KCS Southern Belle, CSX AC6000CW paint scheme, all UP Heritage Units (except the 'Bush' unit), the UP United Way unit, every Canadian Pacific unit and anything with a similar scheme to the DRGW speed lettering.
The best looking locomotive in my opinion are - the GE widecabs (except for the C44-9WL locomotives), the GE C40-8 or C40-9 narrow noses, EMD widecabs with 'American Safety Cabs' and not this modern boxy cab, the EMD SD40-2, the EMD SD70 (spartan cab) and the EMD F40PH (although they may appear a bit too boxy if in the wrong paint scheme, like FLNX 418 which is painted in Irish green).

Also, that was kind of the point of that paint scheme. They meant to meld the Black Widow and Daylight paint schemes. I think they did a fine job of blending the two.

Yes, I've actually seen this along with the 2001, pulling the Olympic torch train through Mesa, AZ back in 2002. It was pretty spectacular.
