Who has details of these Mexican locomotives that apparently migrated south?

I doubt if they were build in 2002. more likely rebuild...

Yeah, they're rebuilds.  Here is an excerpt from a post made over on MexList quite a while ago;

Peru:  MPI de Mexico, a subsidiary of Wabtec, United States, has signed a $US 3.9
million contract to remanufacture five C30M-7 locomotives for Ferrocarril
Central Andino.

The locomotives appear to be ex-SP or Cotton Belt.
