Yeah, they're rebuilds. Here is an excerpt from a post made over on MexList quite a while ago;

Heres a report from International rail journal for octoberPeru: MPI de Mexico, a subsidiary of Wabtec, United States, has signed a $US 3.9million contract to remanufacture five C30M-7 locomotives for FerrocarrilCentral Andino.
The locomotives appear to be ex-SP or Cotton Belt.
