What you're referring to is an animated GIF. Each animated GIF has several frames, each displayed in turn at a user determined interval, e.g. 1/4 sec., giving the effect of motion.
One way to make them is to use Adobe ImageReady. The process is to develop each frame in Photoshop and transfer to ImageReady, where you can compose them. Note: if you do this PLEASE LOOK at the resulting size of the GIF before you impose it on the rest of us. Make sure it's a reasonable size.
The first time you see an animated GIF it may be cute, but I consider it inappropriate to use them in a forum, which exists to exchange ideas. Personally, I see them as slightly self-indulgent and a nuisance, so I have them suppressed in signatures. (Go to your account settings.) You may feel otherwise. If you do an analysis, you'll find much of your bandwidth is being used to download signatures rather than message text.
