Like most trade rags RA is primarily an advertising vehicle and is distributed free to industry folks. The $16 everybody else pays helps them reduce their costs. Sometimes you can call and get a sample issue.

I will contact RA this afternoon when I finish work. Thanks for the information.
I remember seeing industry magazines at the KCS and then there were several volumes from the 1890's that we had at home and had to return to a library a few years back. Other than that, I was clueless. Thanks again.
