And a little factoid to add to all of this..
From the FRA...re: Hazmat shipments 2003(last year available)
of the 1.7 million hazmat rail shipments that year, there were 25 unintentional hazmat releases from railcars.

25, out of 1.7 million.

Anyone have the figures for trucks, and barges/ships?

edblysard- On chlorine the accident rate is probably zero. Very little moves by truck and none by barge due to the risk.

Several months ago a carrier I was working for had to hold some chlorine 200 miles short of destination going to a water purification plant. In the typical stockout situation the material would have transferred to a truck and sent down the Interstate. However, the producer told us that he wanted a special train rather than put it on the highway. He did this because of the risk.
