On one machine I have IE 11 operating on Windows 8.1 - have had to use the compatibility setting to get the forum to operate properly

Having Windows 8.1 is not the issue.
The problem lies in having to use Internet Explorer 11, which forces you to have to switch to compatibility view in order to have full functionality of the forum.
The best work around for that is to view trains.com using Firefox.

I'm curious to know if the "report abuse" links still work. I seem to remember that one used to get a notice that a thread was already reported for abuse.

Yes, you can report abuse by clicking the link. No, you won't get a message saying the thread was already reported by someone else. Hope that helps!
