It IS a Shay from Lima brought up from Coast on it's own wheels, Motion Disconnected, and moved over STEEP Temporary Spur to connect w Fort Steele Railway of 1967 which had locomotive Dunrobin for Power.
Shay had been reassembled on Arrival at Old Fort Steele Siding on CPR, Steamed, and then moved on it's own power w Train North on CPR Windermere Sub to Temporary Spur on Old Highway.
In consist are Stationary Boiler on Flat Car, Oil Tank Car w Duplex Pump atop for fueling Locomotives, and Caboose ex CPR W Broken Frame, Cupola End.

As I write there, there are three ore boats on Lake Superior and two on Lake Michigan headed for the mills of NW Indiana. And there's one in port at Burns Harbor. There's also one on Lake St Clair headed for Toledo...

Making steel requires raw materials, ore, coke, limestone assorted other minerals for specific alloys - in quantities that defy simple discription. Boat loads and train loads - one after the other.
North America contains most everything that is necessary to make virtually any alloy of steel a customer desires - the product can be in plates, rolls, wire, coiled sheets - you name it you can get it.
In its later years, Bethlehem Steel at Sparrows Point was relying on imported iron ore from Venezuela which is likely one of the reasons Beth Steel ended up going bankrupt.

During the period of 1967-70 I worked a number of locations on the B&O at Youngstown. Haselton and Ohio Jct. were permanent tower jobs and I also worked Temporary Train Order Stations at Haselton Yard crossover and Youngstown Depot crossover. 1967-70 -STEEL was still KING in Youngstown. At Haselton tower, the building backed up against a steel mill, a mill that was serviced by the ERIE. In front of the tower, in addition to the B&O's double main tracks there were tracks owned by the PRR, PLE and ERIE, with the ERIE main tracks being furthest from the tower. All the railroads had Statutory Stops clear of the sets of crossovers that the ERIE used to move Hot Bottle loads of steel from the mill to a Rolling Mill in Warren, about 11 or so miles West of Haselton. The ERIE crews did not ask any of the other carriers for 'permission' when they were ready they just started opening up switches and began making their crossover moves over all the other carriers.
Half a mile or so East of the tower at Haselton was Center Street - where all the carriers crossed each other at grade. Center Stree was staffed by a individual that had the title of Train Director. The Train Director would give hand signals for which company's trains were to move over the crossing next. Each carrier responded to different colored lights or flags. Center Street was not interlocked.
