Passenger Interiors

Hi
I am fairly new to HO. I saw an IHC ad for passenger car interiors. Their ad showed little HO figures with the interiors. Is this how they come? With little figures?

The IHC interiors I have are simple vaccum formed unpainted tan plastic seats, room dividers, etc. No figures. On the other hand they are a couple of years old but my guess is that if they are still in the $4 range they do not have figures included.

In my limited passenger experience, cars with interiors like rivarossi or the walthers budd cars do not come with sitting people.

These are optional add ons that you can buy providing you can pop off the roof which I have done with the budds.
