Ok takled to the Tech Rep at Model Train Stuff who told me to set CV116 to 7 when I told him I already tried that he referred me to Athearn tech support. Athearn told me I had to set CV113 to 8. I told him I tried that too so he refered me to Tsunami.
Tsunami tells me that the Athearn Genesis GP7 model has a Tsunami 2 sound decoder in it and I need to set CV114 to 7. The default is 39 which includes the autostart setting of 32. Subtract the 32 and the value is 7.
I'll try it tonight.

Gary,
That indicates I was using the wrong instructions. However, per Athearn their HO Genesis GP7 equipped with SoundTraxx Tsunami2 were not due until May 2018.
Not the first time I've gotten incorrect info from a manufacturer.
FYI -- Tsunami and Tsunami2 are product lines of sound decoders manufactured by SoundTraxx, so you contacted SoundTraxx
Now some more info from you -
What is the information on the box end label?
Using your DCC system -- Read the following CVs, what is the value in each?

SO now how does it start, when you go to speed step 1? This is how the Bowser Tsunami I had worked. Quiet when track power was turned on, no noise at all until speed step 1. Have to say, I found that an unacceptable way to start up the sounds since the loco also started moving on step 1. And consisting it with others was nearly impossible, at least from the sound point of view - motor wise it ran fine with other locos.

Randy you're correct, SS1, it is not ideal but I'm going to try to up CV4 to see if I can send speed step 1 and immediately send 0. May be a workaround. There's got to be a better way or that's my first and last Tsunami Deoder.

CV 114 - Engine Exhaust Control
For ATHG62929 - CV 114 = 103 is the default value per Athearn specifications to SoundTraxx.
By setting CV 114 = 7 in addition to changing when sound starts, which you wanted; you also changed the Dynamic Braking Mode from "Idle speed (notch 1)" to "Normal operation". If you want Idle speed (notch 1), the default per Athearn specifications, then set
CV 114 = 71
Except that he said when he read CV114, it was 32, so 7 is the correct value to disable auto start.
I will throw a great big party when the end of special OEM decoders finally ends. You have at LEAST 4 sets of possible instructions for Tsunamis - the version for the full decoder bought seperately, the version as installed in Athearn, the version as installed in Walthers, and the version as installed by Bachmann. It's nuts. I'll stick to Bowser and Atlas and get a FULL Loksound decoder in each one, not some feature-chopped version. It's not like Athearn and Walthers sell ther locos for less than the equivalent Atlas and Bowser. On Bachmann seems to use the lower price reduced feature decoder to actually offer sound locos at a lower price than the others.
This has been a very frustrating process and it's still not what I want which is the loco stays quiet until I select it and hit a function key to start-up.
Great case for not buying Soundtraxx

Did not look to see what Gary wrote as CV 114 = 32 being default is not likely seeing it requires manual notching. Dismissed your or his as typo. Perhaps CV 114 = 39 as that is the default in the aftermarket SoundTraxxTsunami2 decoder.
It does bring to mind the issue of -- parts of documentation not agreeing with the installed decoder -- . Have not read or seen much about this with Athearn equipped with SoundTraxx OEM decoder but too prevalent with Bachmann equipped with sound decoders manufactured to Bachmann’s specifications by SoundTraxx.
Gary, if you have time to check, I would be interested to know if CV 114 = 103 is the default for the SoundTraxx OEM Tsunami2 decoder installed in the Athearn locomotive you have.

I will contact SoundTraxx to see if the Document for Athearn products contains only CVs that differ from the aftermarket Trsunami2 Technical Reference. Or if there is a BUT or other exception to,
" . . . . a quick reference document specific to that engine. For a complete breakdown of all of the CVs and Tsunami2's capabilities, please refer to the User’s Guide and Technical Reference in the Manuals section of our website."
