To be a little more clear, it can do both. Either stand alone on the bench, or as a Pro Cab on the PH Pro system.
In fact, you can add the PH Box and a UTP panel to the Power Cab, and have all the makings of the PH Pro system. Cheaper than purchasing a PH Pro system after you have the Power Cab.

I am still leaning towards NCE. In Feb we have a local train show with many clubs operating portable layouts so I think I will ask around and see if I can get some hands on. I'm sure I remember both NCE and Digitrax being used in the past.

They are already here My user name is my 1998 Dodge Durango 360 cubic inch motor. But it works for trains to as I love the Rockies. Been to the Durango Co area once.
