Raymond's choice reminds me that philosopher John Stuart Mill, a strong proponent of individual liberty, argued (as an extreme example of his beliefs) that government had no basis for shutting down an unsafe bridge. It was up to each individual to decide whether to cross it or not. At most he said government could put up a sign stating the bridge is unsafe and thus let the individual make an informed decision.
Needless to say that extreme position tends to generate much debate even among self proclaimed libertarians. This is why philosophy courses in college can be so much fun. It probably also explains why philosophy majors are not offered jobs in state highway deparments ....
