Looking for David Popp's article about cutting and pasting different track plans

Hello,

I am embarking on a new layout design and remembered that David Popp wrote an article about how to cut and paste different track plans to form a brand new one. Can someone tell me what issue of model railroader magazine it was in? or send me a copy of the article?

If this was recent, you might be thinking of a Steven Otte article called "Turn a 4 X 8 inside Out", MR April 2014.

Or perhaps you are thinking of Tony Koester's article "Track Planning With Sissors and Tape" in the 2011 issue of Model Railroad Planning.
