Most US track gauges look more like this one, Aristo large scale gauge
I've seen those but they are just less common over here
Looks like that is way thin metal and making track, how would it hold up to day to day use?
Levels are for? Roller test if it will roll with out resistance I am thinking.

I made it on photoshop about a year ago when they were chatting about the "Promontory Point" Utah quarter. Being a big "Big Love" fan I thought I would make my own version.

Levels are for making sure your track is level so when the train comes along it doesnt fall off and ruin everyones day
I used this guage making my pizza track, the little pegs on the bottom are the gauge for spacing track. It has alot of other usefull things on it.

Not tested, no testing wheelies yet for that gauge but front feels abit loose, think it is a gear.
