Although Mexico has been trying to cut its reliance on oil revenue, 31% of its budget comes from Pemex. The recent drop in oil price could cost their budget about $40 billion if it stays low. Mexico currently produces about 2.5 million barrels each day. Some of the OPEC countries are also hurting, so maybe they will do something and we will be back to $4.00 gas. If that happens, then Mexico can continue their plans for high speed rail.

   Mexico scraps plans for HSR due to budget cuts.  Chinese company was bidding on it, and they are not happy.   Several articles here:

Old news: the initial contract was cancelled and supposedly will be rebid.

if your attitude about HSR is even slightly a reflection of Amtrak's, it's a sad day.

The newsletter This Week at Amtrak was named long before I came on board. Safe to say NRPC and myself do not see vis-à-vis on most topics.

So let's get this straight: Mexico scrapped its nationalized passenger train network decades ago and from less-than-nothing expect to build a high speed something. HSR tomfoolery has crossed the border.

To the extent they use existing rail corridors they will be bound the horizontal curve limitations of those corridors. A 186 mile bullet train can not go around a 5 degree curve notably faster than a conventional train.
