In America, of course, tipping is customary unless a gratuity is included as part of the check. My own experience is that sub par service is usually because of a new employee who lack experience or because the place is short handed and the rest of the staff is doing the best it can. Generally, if I go out to eat I really do not want to spend my time complaining to managers.

I know of two instances where tips are baked into the check. My bar bill on Royal Caribbean International included a 15 per cent tip. Also, at many restaurants, a 15 per gratuity is included in the bill for parties of six or more.

Tipping in not obligatory on Amtrak. It is customary.
I don't think it is righteous to obliged customers to pay tip. A while ago, I've witnessed a confrontation between a customer and service crew about mandatory tipping. Is this really acceptable?
