If  trin ws t orvery ner the tonnge rating of a locomotive, would the railroad assighn an additionl engine to ensure that it could tke the trin over the route?

I think I have interpretated your post correctly  based on your spelling.  Evey engine Is delivered with a chart showing the tonnage for various % grades.  The railroad then compares this to the rullng grade over which the train will travel.  The railroad may assign sufficient engines to pull the grade or it could chose to double the hill.
