I found that GE locomotive got small cam

Why have GE cam use for ?

EMD don't have one

Many locomotives (all new EMDs and GEs as well as many older engines) have cameras in them (at least on my rr).  The camera is used to provide solid evidence against cars and trespassers that are hit by the train.

You can buy them for your automobile for the same reason; provide evidence against the other guy in an accident.
