If you go back in time on the photos, they made the curbing all flush there since the photo was taken. Also the Mcdonalds isn't there, but most everything else matches as far as I can tell?
Would make the rail line the Paris Métro.

I did not find any references in the original linked site (on Harley-Davidsons). I first thought it was a European city.
Some hints: the no-parking signage and the little 'towaway zone' plate are likely giveaways to folks who can identify them, as may be the storefront McDonalds signage in the background. Pity this is not one of those high-resolution Shorpy-type photos where we could clearly make out some of the license-plate details or other things.
Those of you who can spot additional clues, or recognize details about this location, please chime in!
