What's an R&D Yard?

The November Trains article on CPKC's Shreveport Yard has a track diagram mentioning the East and West R&D Yards.  To me "R&D" has only one meaning: what my stepfather (RIP) worked in at Sunoco.  As a railroad term, what is "R&D"?  The article does not say.

I've also heard "relay & departure" used, esp in these times.
