Mystery Railroad object

Does anyone know what this piece of equipment would be for. My brother found this lying by some RR tracks while walking by. It weighs about 30 pounds. Thank you.

Looks like another polar bear in a snowstorm, eyes closed, paw over nose.

(Either a broken knucle or an IBC?)

The forum software will not allow you to post a photo that has not already been uploaded to another website.  If you have a Google account of any kind then you will be able to upload photos to Google Drive, and then post the photo or a link to it over here.

In the meantime, since railroads are litterbugs there are too many kinds of 30ish pound junk commonly found on or about the track to even hazard a guess as to what you have.

It's a track stretcher.
