Closing BNSF Burlington, IA shops

I have been reading some stories on how BNSF is/has closed there shops in Burlington, IA. It's my understanding that the city has giving a predecessor of BNSF's a land easement on which major tracks are built as long as they maintain a major shop there. And also that BNSF has already fought this battle in court and lost before. So what are your thoughts on how this will play out?
Also, are these tracks part of there Transcon? and who was the original RR that the easement is with?

So as long as BNSF operates some sort of a shop on the property in question, it doesn't have to pay rent?
