Closing BNSF Burlington, IA shops

I have been reading some stories on how BNSF is/has closed there shops in Burlington, IA. It's my understanding that the city has giving a predecessor of BNSF's a land easement on which major tracks are built as long as they maintain a major shop there. And also that BNSF has already fought this battle in court and lost before. So what are your thoughts on how this will play out? <br /> <br />Also, are these tracks part of there Transcon? and who was the original RR that the easement is with? <br /> <br /> <br /> <br />
