There were 2 roundhouse locations (one on each side of the tracks) between 27th and 28th streets. You can still see the location of the turntable on the west side in the present image... previous years show some of the footprint of the roundhouse on both sides.

If you look at Google Maps now around 22nd Street there is a rail junction in place and the rails leading to the Monon Trail are still in place under the grass....lol. Tracing the rails to the right......eventually they become actively used and maintained again. Lots of open land still in the area so your probably right with the former freight yard there.

Massachusetts Ave (and the junction with PC, etc.) is south of 16th on the Monon based on what is shown on the 1970 topo. PC is shown paralleling Mass Ave until it turns south at 10th Street. I'm presuming the large yard to the north (around 25th St.) is Belt Yard, which puts the project in question between the yard and the junction, and on the Monon.

Mappers took some liberties with rail lines because they rarely understood them - Big 4 (CCC&StL) was still on new USGS maps published into the 1990's. Modern GIS is even worse, including some DOT sites that should know better. The SPV effort that many on the forum consider as their bible has plenty of goofs.(And they admit they are not goof-proof!)

The only major shop complex in Indy that I know of was the former NYC shops, now home to Amtrak in the Beach Grove area on the SE side.
The 1970 topo map (historicaerials) shows a rail line crossing 16th Street, and it is plainly marked "Monon."
There was a yard around 25th Street with a roundhouse and a second turntable.
Penn Central joined in at 10th Street for the trip to Union Station.

They have the Monon Trail alongside and in one of the park shots a red railway caboose, thats why I asked in the first place.
Ditto the above, however there was a roundhouse at Belt Junction (Lafayette (major) Monon (minor) and New Albany (phased-out) were apparently the shop locations to speak of per the Dozalls)
The roundhouse/ freight house etc was up around 27th Street (not 16th)...by 16th St Monon had run out of railroad. Wondering if the non- railroad developer is confusing Monon w/ Indianapolis Union?
Monon's major shop was at Lafeyette. Not sure what they had in Indianapolis. Might be named for the Monon Path on former ROW.
I am curious, stumbled across this on the Internet.........is this a former Monon Shop complex they are subdividing into residential now in Indianapolis......it kind of looks like it.......
