Yesterday, I saw a private reporting  marked covered hopper sitting on an active grain elevator spur.  On the side in foot high letters was written “Rule 88   Scrap.”  What does this mean?

A. AAR Interchange Rule 88 Procedure The sale of freight cars is governed by Rule 88 in the Office Manual of AAR Interchange Rules. All cars sold must meet the current inspection requirements of Rule 88 in the Field Manual. The buyer and seller must jointly certify that the cars meet all interchange requirements. An administrative fee is assessed for approval and handling of the Rule 88 forms. Several times, lately, I have noticed on some 'general merchandise-type' trains passing through here, some cars that appeared to be near the 'end of their useful life'(?): paint almost rusted to the point of virtually gone, lettering illedgible/ barely readable, and so on.        There have been a few boxcars, and older style grain hopper cars (mostly BN lettered flat side types); usually, in the train's consist, not necessarily on the rear-end positons.

Stencils should have read AAR Rule 90.

  I have shops prep cars for scrap almost daily
