Harrison has created a mess at CSX. This has a tremendous effect on the rail industry for a couple of reasons:

- interchange.....delayed trains mean missed connections.

- poor customer service.......hurts the entire rail industry.

Any othe CEO would have been fired for the problems that Harrison has created.

Putting shackles in those wouldn't be as much help keeping engine crews on duty after the next  couple rounds of workforce reduction.
