On the FHWA handbook, it's obvious to many railroaders that the highway consultants don't read the FHWA basics or even take the hint. Recurring headaches during design reviews keep appearing. (The handbook is suggested guideline, not an absolute rule.)
Will there be public access to the hearings that are scheduled to begin this morning?
