Very interesting, especially the section on responsibilities, and the history and court cases behind them

On the FHWA handbook, it's obvious to many railroaders that the highway consultants don't read the FHWA basics or even take the hint. Recurring headaches during design reviews keep appearing. (The handbook is  suggested guideline, not an absolute rule.)
