this may sound like an odd question

I am looking for an HO scale figure,  preferibly female, that i can mount leaning out of an open window of a multi floored building, that would appear to be talking to someone on the sidewalk

I have searched Preiser & Noch as well as WS  

does anyone have a suggestion?

Plastic surgery!

I know it is a tedious job, but it can be done. I am sure that one of the figures you find in Preiser HO 14148 pack can be modified to fit your needs.

I have tons of unpainted Walthers, Preiser, and other figures. Among these are a group of ladies doing washing.

One of the ladies has her arms out in front of her, I guess she is folding or scrubbing on a table. She would be an easy figure for what you are wanting.

Unfortunately, I don't know the manufacturer or what set she is included with. Maybe this will serve as a starting point for your search.

Check out Shapeways
 
 
I use the Shapeways 1:87 figures to make molds and cast my own figures.  The Shapeways figures are absolutely perfect allowing very nice castings.  I then chop up the castings to rearrange the figures so that they don’t all look alike.
 
I order the females bald and nude then use Testors Plastic Putty to make the clothes and hair for my castings.
 
I bought 6 Female and 8 male figures from Shapeways, half standing and half sitting. I make molds from the Shapeways masters then cast my own resin figures.
 
All but two of these figures are Mel castings.

Some degree of modification would help here. As Ulrich points out, some modifications can be done.

I wanted a cook to lean out of this dining car door;

I made a few cuts across his belly with a Zona saw, applied some solvent cement to soften his spine then bent him forward until the cement set. This resulted in his head pointed toward the ground too much so I had to cut a wedge out of the back of his neck to pry his head back up. I also filed the sides of his chef's toque to make it look more like a pointed cap. Not a word of complaint out of him the whole time.

If I come across any more figure suggestions I'll post them.

Both the moms in this set are slightly leaning forward and their arms are right to place on a window sill:

Preiser 10073 contains a woman who is bending over slightly that might be right for your scene. She is pictured on the far left standing behind the table, wearing a red top and black shorts. I hope this helps.

Noch 15957 has a stripper bending over. Embarrassed

Do you really need anything below the waist?  Wouldn't most any female figure with arms in a gesture you like be used?

I have a bunch of unpainted cheap figures.  With a razor saw and a utility knife, it's not hard to make custom people.  A bunch of cheap acrylic craft paint and some putty completes the project.

It takes an iron man to play with a toy iron horse.
