I have a bunch of unpainted cheap figures. With a razor saw and a utility knife, it's not hard to make custom people. A bunch of cheap acrylic craft paint and some putty completes the project.
It takes an iron man to play with a toy iron horse.
Do you really need anything below the waist? Wouldn't most any female figure with arms in a gesture you like be used?

Preiser 10073 contains a woman who is bending over slightly that might be right for your scene. She is pictured on the far left standing behind the table, wearing a red top and black shorts. I hope this helps.

Some degree of modification would help here. As Ulrich points out, some modifications can be done.

I made a few cuts across his belly with a Zona saw, applied some solvent cement to soften his spine then bent him forward until the cement set. This resulted in his head pointed toward the ground too much so I had to cut a wedge out of the back of his neck to pry his head back up. I also filed the sides of his chef's toque to make it look more like a pointed cap. Not a word of complaint out of him the whole time.
If I come across any more figure suggestions I'll post them.

I have tons of unpainted Walthers, Preiser, and other figures. Among these are a group of ladies doing washing.
One of the ladies has her arms out in front of her, I guess she is folding or scrubbing on a table. She would be an easy figure for what you are wanting.
Unfortunately, I don't know the manufacturer or what set she is included with. Maybe this will serve as a starting point for your search.

I know it is a tedious job, but it can be done. I am sure that one of the figures you find in Preiser HO 14148 pack can be modified to fit your needs.

this may sound like an odd question
I am looking for an HO scale figure, preferibly female, that i can mount leaning out of an open window of a multi floored building, that would appear to be talking to someone on the sidewalk
