If you want to get sort of esoteric, Keystone Locomotive Works makes a kit in pewter for a non-operating 20 ton, 2 cylinder Shay for which NorthWest Short Line offers a powering kit. Keystone doesn't have a Web site, but here's a link to one hobby shop that sells them:

Also, David M. Hoffman a/k/a The Bald One Loco. Works does short runs of partially assembled brass critters such as a vertical boiler Class A "Climax."

Currently in the USA, only Bowser makes metal steam kits. Roundhouse MIGHT in the future, but don't hold your breath. Precision Scale will special-order produce an all-brass kit for a Wabash 2-6-0, which is an old Kemtron kit. Athabasca Shops has an all-brass kit for a NYC 4-6-0, based on the Model Railroader series from the mid-1990s.

Check Ebay for long discontinued steam kits by MANY manufacturers.

Over on your side of the pond, DJH makes HO scale models for French, S African and Australian steam and diesel engines. DJH used to make a few American prototype HO engines, but that line died off in the 1990s.

Can anyone tell me who sells loco kits for HO gauge, in either brass or white-metal. I've only managed to find Bowser whilst surfing on the internet.
