Can anyone tell me who sells loco kits for HO gauge, in either brass or white-metal. I've only managed to find Bowser whilst surfing on the internet.

Currently in the USA, only Bowser makes metal steam kits. Roundhouse MIGHT in the future, but don't hold your breath. Precision Scale will special-order produce an all-brass kit for a Wabash 2-6-0, which is an old Kemtron kit. Athabasca Shops has an all-brass kit for a NYC 4-6-0, based on the Model Railroader series from the mid-1990s.
Check Ebay for long discontinued steam kits by MANY manufacturers.
Over on your side of the pond, DJH makes HO scale models for French, S African and Australian steam and diesel engines. DJH used to make a few American prototype HO engines, but that line died off in the 1990s.

If you want to get sort of esoteric,
Keystone Locomotive Works
makes a kit in pewter for a non-operating 20 ton, 2 cylinder Shay for which
NorthWest Short Line
offers a powering kit.

Also,
David M. Hoffman
a/k/a The Bald One Loco. Works does short runs of partially assembled brass critters such as a vertical boiler Class A "Climax."
