eBay no longer "likes" Paypal, and wants to use your credit card themselves. They will still let Paypal be used though.
I've been scammed twice, both times Paypal refunded, no issues, in full.
Once, the seller offered refund if I shipped back at my expense, on a not as advertised item. (Used and broken, advertised as NIB.) I contacted Paypal, and they refunded and said I could do whatever with the item.
Other time, seller sent a 3d printed cheap knock off, not the branded advertised item. Paypal refunded, and asked if I was "willing to ship it back". I refused - I will not be responsible for mailing a contriband knock-off! Paypal totally understood, and refunded and said to destroy the item.
