Yes you can, installing the PR3 on Win7 and Win8 is not always an easy task

I have a computer/PR3/PTB100 Booster as a standalone setup.I can program both Tsunami and Paragon 2 decoders easy. However,I understand it won't program MTH decoders...don't have any so can't confirm.

There's very little TO program in MTH locos, but my PR3 in standalone mode programmed mine. It also programmed QSI and Tsunami decoders.

If you're not going to use the PR3 for standalone programming mode, just get the Locobuffer. The driver is registered and signed so there are fewer problems installing it.

the pr3 is a better buy, even with the needed wallwart power supply, and does so much more than the locobuffer

I have a PR3 with a 7 year old laptop running WinXP. No issues at all.
