will it work for connecting ntrak's system of wireing the tracks to the 12 gauge wire?
Quick answer - yes.
For short connectors (like rail-to-bus drops) #22 wire can carry SEVEN amps. I doubt that you could get enough locomotives onto a 4 foot length of track to need seven amps of power. Assuming, that is, that your base station can provide it without popping a breaker.

Make sure you solder your wire to the outside of the rail.
