That's the primer coat.
General Electric has been using the khaki-colored primer of late. I have seen new GE units in that primer coat when delivered new to their owners, after which it's painted up properly.
First time I saw one in Khaki was one of the brand-new dual-mode AMD103 Genesis-II's (the P32AC-DM) back in the 1990's.. GE sent the demonstrator to New York to test it out on the tracks it's intended for (former New York Central 3rd-rail electric trackage used by Amtrak and Metro North) and it was wearing the khaki primer coat.

Does anyone know the story of the solid light grey paint scheme on Norfolk Southern Locomotive 7515? Is it just in primer that had to be rushed into service?
