That's the primer coat. <br /> <br />General Electric has been using the khaki-colored primer of late. I have seen new GE units in that primer coat when delivered new to their owners, after which it's painted up properly. <br /> <br />First time I saw one in Khaki was one of the brand-new dual-mode AMD103 Genesis-II's (the P32AC-DM) back in the 1990's.. GE sent the demonstrator to New York to test it out on the tracks it's intended for (former New York Central 3rd-rail electric trackage used by Amtrak and Metro North) and it was wearing the khaki primer coat. <br />
