What is the rule on #boards on loco's, are they required to be lit? Also are # boards on trailing units required to be lit?

Yes.

Also are # boards on trailing units required to be lit?

No, they should be off, only the lead unit (or the unit to whom the orders or warrants are addressed and has the authority) should be lit.

Our rulebooks don't even mention numberboard lights.
