The easiest way would be another rerailer terminal, on the inner loop. If you can't do that, then if you can solder a pair of wires onto the rails in the inner loop, and then connect them either to the rerailer terminal on the outer loop or even to the rails of the outer loop, that would also work.

The terminal rerailer should have DC going to it. If you are using the Bachmann pack , it looks to me like it has a plug in connector on the power pack end.
The switch boxes should be hooked together, and should have a two wire from the AC output of the power pack and a three wire to each switch (one from each box).
What we are trying to add is power to the track again, which is what the terminal rerailer is doing.
Forget the colors I used, I just picked them to be different.
Don't change any of the wires taht you are using to control the switches (I'm guessing three wires to each, with a button or switch somewhere?) which are going to the AC terminals.
All you are doing is adding a set of wires from the DC terminals to the track. To do taht you might need another set of joiners with wires on them, I'm not sure how you are connected to the track now. What is happening is that the switches are not only switching the trains, they are switching the power. there are times when that is useful, unfortunately, this is not one of them! Would I be correct in guessing that the train will continue on the inner loop until you throw the switches back to the outer loop so that you can continue around the inner?
Perhaps someone familiar with the actual Bachmann connectors will have a suggestion of how to best get the other wires hooked up to the rails.
but i have plastic ends on mine will i need to cut them the bachmann factory ends? and black swith boxes that swith the switches i have put together and plug 1 ac to it and the 2 green wires into each box they switch. but like i say it will only works...read above also i can switch a certain one and kill the track that is working. i noticed that so it is a power issue just im not up on how to connect it all. and u say 1 red and 1 green it is 3 wire on the green and it has a black plastic end with all 3 connections? and the red has 2 same way. plus the swith boxes? how would i connect it all and make it work. is what i need for 2 switch boxes and 2 switch's and all powered do i need 2 terminals? i did not figure it would be this hard wow lol .. but i want tit to work so i need a more detailed but i am starting to c what is going on i think.

Red to one terminal, green to the other
Just put wires from you power pack to the track that isn't getting power, just the same way as the track that is. Hook it up so that the wires go to the corresponding rails on each loop.
