They are not called Stompers anymore,
I got mine at Big Lots, but they were genericly labeled construction equipment toys made by New Bright Toys, it was the drive block under that gave away the heritage. you need to look for construction or 4x4 battery toys, its kinda a crap shoot, but mine were construction toys, dump truck, skiploader, bulldozer.

I'm having the same experience here in Arizona -- no Stompers.
One web site I was looking at shows some Hot Wheels models and calls them a Stomper, so maybe they're no longer called Stomper on the package.
