The damage is already done by the time any circuit breaker reacts. The TVS will do the job, the breaker would be superfluous. Don't bother with the breaker if your only concern is the on board electronics and your transformer's breaker is functioning properly.

IMO, the best place for a TVS to protect modern locomotives is inside the locomotive directly across the track pickups. Whenever I have to do other work inside one of mine, I install a TVS as well.
Oh Yeah you will need a Lionel Sound Activation Button 610-5906-001 ( 5906 ) for the Bell on the RailSounds
