That looks like the real deal allright. Try contacting the Center for Railroad Photography and Art at http://www.railphoto-art.org/. They should be able to help you get the most out of selling if that's what you decide to do.

I've noticed something, maybe correct - maybe not...Fogg only made two print sizes and never two of the same size. Also all the prints I've seen either have a decent amount of the original painting cut off or it is signed just "Fogg~".
I have posted two sets of photos. Hopefully they only use the watermark ones, although the watermark is solid. The painting is not in the best condition and I know that it will need to be preserved and possibly restored but I've been told that the ultimate buyer will want to have their own professional do the restoring and that I should not try to do anything with it.

Not sure I know who to go to as an 'expert' in Fogg paintings, but you want someone who knows the rail enthusiast category, not a generalist who gets his 'strange inheritance' valuations off services like Worthpoint. Not that a search on those services won't get you into the 'ballpark' of what these will sell for.
Resist any offers to sell this on consignment unless it's with a known, reputable seller with a clientele known to be interested.
Once it is appraised as genuine, you could advertise it in Trains or similar magazines, or in some of the specialist lists (I believe the New York Central System historical society, NYCSHS, has a particular day of the week, as I recall Friday, that you can post items for sale -- they are perhaps the likeliest place to find the most enthusiastic potential owner!)
If you are set up to scan an image with watermark or other protection, it would be nice to see it here at large scale. You need to have it 'hosted' with an assigned URL -- the easiest way to do that is with one of the online photo sites like Flickr or Imgur.

Can you post photos? There are certain qualities to watercolor paper that a print should lack. If there's texture, and the paper is heavy, it's most likely an original. It could also have an unfinished look around the edges that a matte may be hiding. Here's a watercolor doodle of mine:

I believe that I just found the original watercolor painting by Howard Fogg "Niagra 6000 4-8-4" or also known in detail as, "Niagara Type 4-8-4 Locomotive, Class S-1-b, on New York Central Train No. 50 -- "The Empire State Express", in the Highlands of the Hudson, 1948 from original painting by Howard Fogg". I read another thread that recommended selling it on eBay but do not know whether I should do that or something else. Can someone help with ideas and what to start the bid at? The only thread I could find was over 15 years ago. Thanks.
