My older Brother used to live in Ixonia, tiny and rural community back then about 10 years ago.   I don't think it has grown much as Wisconsin is a slow growth state.  So my guess we are again dealing with road crossing jurisdictions because SE Wisconsin has some real horriable RR Crossings.    He was turning off a private road or former private road...........you can tell by how narrow it was.    

I remember a RR Crossing out in Pine Lake / North Lake area that was at the bottom of a steep hill back when I was a School Bus Driver.   You could never stop in time if the hill was icy and you would slide onto the tracks............it was the UP Twin Cities main (back then C&NW) and the trains would fly through there.    Definitely a death trap.    I called it in but again it was a former Private Road and they argued over who was responsible for the crossing.   The Crossing had gates and lights but it should have been eliminated or moved down the tracks more so it was not at the bottom of a steep hill.    I got the School Bus route changed at least two days later after complaining about how at risk the company was with that route.   Of course the folks near Pine Lake / North Lake area were too rich to care.

Obviously he looked but misjudged the speed of the approaching EB. Crossings like this on line with services above 30 mph should be closed or given proper protection.
